MLex: The Information Commissioner's Office (ICO) is exploring a new regulatory model that shifts the focus in UK General Data Protection Regulation, Retained Regulation (EU) 2016/679 (UK GDPR) enforcement from big fines and punishment toward collaboration. It reflects a body of academic research, but rolling out such a fundamental change in approach widely will come with challenges and resistance. But if the ICO sees rewards, it could eventually mean big-ticket fines becoming rare or even a thing of the past.
