21  Charges for grant of recognised spectrum access

(1)     A person to whom a grant of recognised spectrum access is made must pay to OFCOM—

(a)     on the making of the grant, and

(b)     if regulations made by OFCOM so provide, subsequently at such times during its term and such times in respect of
