81  Failure to provide assistance or information

(1)     Any person who—

(a)     wilfully fails to comply with any requirement properly made of him by an inspector under section 38, 39 or 40 above, or

(b)     without reasonable cause fails to give to any inspector acting in pursuance of this Act any
