(1)     Regulations under this Chapter are to be made by statutory instrument.

(2)     Regulations under this Chapter—

(a)     may make different provision for different purposes or areas;

(b)     may make consequential, supplementary, incidental, transitional, transitory or saving provision.

(3)     The Secretary of State must consult the Welsh Ministers before making regulations under this Chapter if and to extent that the regulations make
