(1)     The Secretary of State may participate in a project which is designed to—

(a)     reduce migration,

(b)     assist or ensure the return of migrants,

(c)     facilitate co-operation between States in matters relating to migration,

(d)     conduct or consider research about migration, or

(e)     arrange or assist the settlement of migrants (whether in the
