44  Interpretation etc of Part I

(1)     In this Part of this Act, except where the contrary intention appears—

“apparatus” includes any structure constructed in order that apparatus may be lodged in it;

“the Common Council” means the Common Council of the City of London;

[“executive” and “executive arrangements” have the same meaning as in Part II of the Local Government Act 2000;]

“functions” includes powers and duties;

“highway” has the same meaning as in [the Highways Act 1980];

“local Act” includes a provisional order confirmed by an Act;

[“local authority” means a county council, [a county borough council,] < . . . > a district council, a London borough council, the Common Council, the Council of the Isles of Scilly and—

(a)     in sections 13 to 16, 29, 30, 38, 39 and 41 of this Act, [a [police and crime commissioner, the Mayor's Office for Policing and Crime] [. . .] . . .] < . . . > a joint authority established by Part IV of the Local Government Act 1985[, [an economic prosperity board established under section 88 of the Local Democracy, Economic Development and Construction Act 2009, a combined authority established under section 103 of that Act[, [a combined county authority established under section 9(1) of the Levelling-up and Regeneration
