144  Interpretation: authorities

(1)     Each of the following is a charging authority—

(a)     a district council,

(b)     a London borough council,

(c)     the Common Council, and

(d)     the Council of the Isles of Scilly.

[(2)     “Billing authority”, “precepting authority”, “major precepting authority” and “local precepting authority” have the same meaning as in Part I of the Local Government Finance
