4  Powers to make the [appropriate supervisory body] a drainage board

(1)     The relevant Minister may, on a petition for the purpose presented to him by the [appropriate supervisory body], by order made by statutory instrument transfer to the [appropriate supervisory body] the powers, duties, liabilities, obligations and property (including deeds, maps, books, papers and other documents) of the drainage board for any internal drainage district.
