24  Construction of new highways and provision of road-ferries

(1)     The Minister [or a strategic highways company] may. . . construct new highways; but where he [or it] proposes to construct a new highway other than—

(a)     a trunk road,

(b)     a special road,

(c)     a highway the construction of which is authorised by an order relating to
