124  Payments out of Welsh Consolidated Fund

(1)     A sum may only be paid out of the Welsh Consolidated Fund if—

(a)     it has been charged on that Fund by any enactment, or

(b)     its payment out is authorised or deemed to be authorised by a Budget resolution of the [Senedd] (see sections 125 to 128) for or in connection with either of the purposes mentioned in
