52 Ìý³§³Ù²¹´Ú´Ú

(1)     The Welsh Ministers may appoint persons to be members of the staff of the Welsh . . . Government.

(2)     Service as a member of the staff of the Welsh . . . Government is service in the [civil service of the State].

(a)     subsection (1), and
