259  Facilitating a lottery

(1)     A person commits an offence if he facilitates a lottery unless—

(a)     the exception in subsection (3) applies, or

(b)     the lottery is an exempt lottery.

(2)     For the purposes of this section a person facilitates a lottery if (and only if)
