[32  The renewables obligation]

[(1)     The relevant minister may make a renewables obligation order.

(2)     “The relevant minister” means—

(a)     in the case of Scotland, the Scottish Ministers,

(b)     in any other case, the Secretary of State.

(3)     In subsection (2) “Scotland” includes—
