[75B  Selection process]

[(1)     On receiving a request the Commission must appoint a selection panel.

[(1A)     The panel must have an odd number of members not less than five.

(1B)     The members of the panel must include—

(a)     at least two who are non-legally-qualified,

(b)     at least two judicial members,
