The 2012 National Planning Policy Framework [Archived] This archived Practice Note provides an introduction to the 2012 version of the National Planning Policy Framework (2012 NPPF), looking at the concept of sustainable development, the presumption in favour of sustainable development, and the core planning principles, as set out in the 2012 NPPF. On 24 July 2018, the government published a revised version of the NPPF (the 2018 NPPF), which replaced the 2012 NPPF. The 2012 NPPF was archived and will only continue to apply in certain circumstances, as set out below. The 2018 NPPF was again revised in 2019, 2021 and 2023. The National Planning Policy Framework (NPPF) defines discounted market sales housing as housing ‘sold at a discount of at least 20% below local market value’. What procedure must be followed when designating a conservation area, and at what stage does a proposal for a conservation area become a local land charge? Conservation areas are designated under the Planning (Listed Buildings and Conservation Areas) Act 1990 (P(LBCA)A 1990). P(LBCA)A 1990, s 69(1) requires local planning authorities (LPAs) from time to time to assess and determine which parts of their areas are areas of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance. If the LPA determines that such areas exist, it must then designate the areas as conservation areas. P(LBCA)A 1990, s 69(3) also allows the Secretary of State from time to time to designate any part of an LPA's area which is not already a conservation area, as a conservation area. The Ministry of Housing, Communities and Local Government (MHCLG) has published an updated National Planning Policy Framework (NPPF), which outlines the government's planning policies for England, emphasising the achievement of sustainable development through three interdependent objectives: economic, social, and environmental. The new NPPF has also elicited varied responses from built environment industry bodies.

Revised National Planning Policy Framework published

Planning analysis: The government has published a revised version of the National Planning Policy Framework (NPPF). Key changes from the previous version, published in December 2023, impact green belt policy and policy on establishing housing need and housing land supply. There is also greater policy support for infrastructure and community facilities, among other changes. A consultation response, published on the same day, sets out the government’s commitments to wider changes to the planning system, including changes to the regime under the Planning Act 2008 (PA 2008) for nationally significant infrastructure projects (NSIPs), and changes to planning fees.
