A local housing authority1 must not serve a notice to quit on the tenant2 of a family intervention tenancy3 unless:
(1)ÌýÌýÌýÌý the authority has served a notice in writing on the tenant4, stating:
(a)ÌýÌýÌýÌý that the authority has decided
