44  Calculation of basic amount of tax [by authorities in Wales]

(1)     In relation to each financial year a major precepting authority [in Wales] shall calculate the basic amount of its council tax by applying the formula—

(R – P)     divided by T

R is the amount calculated (or last calculated) by the authority under section 43(4) above as its budget requirement for the year;

P is the aggregate of the sums which the authority estimates will be payable to it for the year in respect of redistributed non-domestic rates, revenue support grant[, additional grant[. . .[, special grant, floor funding] or police grant;]];

T is the aggregate of the amounts
